The Chair of the Authority of Heads of State and Government of the Economic Community of West African States (ECOWAS) has been closely monitoring the situation in the Republic of Guinea-Bissau following the presidential and legislative elections held on 23 November 2025. The Chair of the Authority commends the citizens of Guinea-Bissau for peacefully exercising their democratic rights in accordance with the constitutional timetable.
The Chair of the Authority unequivocally condemns the coup d’état perpetrated by elements of the armed forces, which has unlawfully interrupted the electoral process at a decisive stage. This unconstitutional action constitutes a grave violation of Guinea- Bissau’s constitutional order and represents a direct threat to the stability of the country and the wider region.
The Chair of the ECOWAS Authority reaffirms ECOWAS strict zero-tolerance for unconstitutional changes of government, as enshrined in the ECOWAS Protocol on Democracy and Good Governance, and stands ready to take all necessary measures to ensure the swift restoration of constitutional governance.
The Chair of the Authority is deeply concerned by the reported arrests of President Umaro Sissoco Embaló, senior officials, and electoral personnel. The Chair of Authority demands their immediate and unconditional release and requires full guarantees for their safety and physical integrity. The electoral process must resume and conclude without coercion, obstruction, or interference.
The Chair of the ECOWAS Authority further emphasises that the leaders of the coup bear individual and collective responsibility for the security and well-being of all detainees and for ensuring the safety of the population, residents, and foreign nationals, including diplomatic and international personnel.
The Chair of the Authority urges all political actors, civil society, and the general public to remain calm, exercise maximum restraint, and avoid actions that may exacerbate tensions or undermine national stability. ECOWAS remains committed to supporting all stakeholders in safeguarding peace and preserving democratic governance.
ECOWAS will continue to monitor developments closely and reaffirms its unwavering commitment to defending the democratic aspirations and legitimate interests of the people of Guinea-Bissau.
